The Center for Public Administration (former Department of Public Administration) is one of the first five departments that New Bulgarian University established in 1992. The department initiated Public Administration training in Bulgaria. It developed the first Bulgarian educational program in Public Administration with the support of foreign experts, originally on master’s level. Ever since it has been in the forefront developing modern bachelor and master programs in the field of public administration. The department is one of the founders and member of the Network of Institutions and Schools of Public Administration in Central and Eastern Europe (NISPAcee), Bratislava, Slovak Republic. In the beginning of 1997 the department became National section for Bulgaria of the International Institute of Administrative Sciences (Brussels, Belgium).

The educational philosophy of the Center is oriented to provision and support of untraditional teaching methods, through active student participation in the educational process. The students in Public Administration attend practical trainings during their studies, including at CPA and NBU. The priorities in CPA’s activity are the provision of continuous and sustainable academic and professional cooperation with the citizens and with the public institutions in the country, allowing for identification of the changes in the public needs and requirements; establishment of a network, uniting institutes, schools and centers, providing Public Administration training in Bulgaria and its joining the already existing international networks in this sphere, in particular those from the region of the Balkan peninsula, for the effective organization of the educational process.
The research and consultancy work of CPA is in the fields of:
•    Public sector management,
•    Regional development,
•    Local self-government  and division of responsibilities among levels of government,
•    Urban studies,
•    Corruption and anti-corruption
•    Crisis management and security policy and administration
The CPA at NBU places a special thematic focus on the joint work with the Centre for the Study of Risk and Security (CSRS) in research on: crisis management, organized crime, anti-terrorism, police administration, etc.
